Responsible Use of Artificial Intelligence in HR Management (Subgroup 2.2)

Through Subgroup 2.2 of OdiseIA’s Google Caire project, we are pleased to present the final, revised, and consolidated version (December 2025) of Responsible Use of Artificial Intelligence in HR Management. Coordinated by Borja Llonin Blasco, this document represents the culmination of a collective effort (Rafael González, Enrique Martín) developed throughout 2024 and 2025, offering an in-depth reflection on the impact of new challenges in HR management.


Artificial intelligence is no longer a distant promise—it is already reshaping how organisations operate, make decisions, and manage talent. From automating candidate assessments to personalising training pathways, AI is unlocking new levels of efficiency and enabling professionals to focus on what truly matters: strategic thinking, creativity, and human value. Even more compelling is its potential to promote fairness and inclusion by reducing human bias in decision-making. But as powerful as these tools are, they also raise an important question: are we using them responsibly?


Behind the promise of smarter systems lies a more complex reality. When poorly designed or insufficiently supervised, AI can amplify the very biases it aims to eliminate. Real-world cases—from biased recruitment algorithms to controversial judicial tools—have shown how technology can unintentionally reinforce discrimination, invade privacy, or obscure decision-making processes. In a world increasingly shaped by data, transparency and accountability are no longer optional—they are essential. This is precisely why new regulatory frameworks, such as the EU Artificial Intelligence Act, are placing growing emphasis on fairness, explainability, and human oversight.


Yet responsibility in AI goes beyond compliance. Organizations today operate in a constantly shifting global landscape, influenced by economic uncertainty, technological disruption, and social change. In this context, adopting AI is not just a technical decision—it is a strategic and ethical one. Responsible artificial intelligence means actively ensuring that technology serves people, not the other way around. It requires bridging the gap between high-level ethical principles and real-world implementation, balancing innovation with protection, and ultimately redefining what it means to build trust in the age of intelligent systems.
